2020 Road Improvement Program Plans

ADVERTISEMENT FOR BIDS

Notice is hereby given that proposals, will be received via Electronic File Share Site issued to all plan holders on May 14, 2020, until 11:00 AM EST, prevailing time, for furnishing all labor, materials and equipment necessary for: 2020 Falls Township Road Improvement Program.

The principal items of work to be performed under this project include: 

-          Remove existing storm sewer system, and

-          Install new storm sewer piping and inlets, and

-          Construct new concrete curb, curb & gutter, sidewalk, and driveway aprons, and

-          Complete approximately 6,125 LF of full depth roadway reconstruction of (6) Township Roads in the Hedgerow Woods and Burgess Manor sections of Falls Township, and

-          Complete Approximately 4,840 LF of mill & overlay improvements on (3) Township Roads, and

-          Construct miscellaneous related resets and relocations in support of the road reconstruction;

Bids, which must be submitted Electronically, will be publicly opened and read aloud at a Virtual Meeting, login information to be provided to the plan holders via email, at 11:15 AM, on May 14, 2020.  The bid award date shall be announced at the bid opening. A mandatory pre-bid meeting will be held virtually, login information to be provided to the plan holders via email, on May 6th, 2020 at 10:00 AM.

Specifications, Plans and information for bidders may be obtained via electronic file transfer by request from the Falls Township Engineer - jjones@jeassoc.com, or in person at Jones Engineering Associates, Inc. 188 Lincoln Highway, Suite 206 Fairless Hills, PA 19030, Monday to Friday, 9:00 a.m. to 12:00 p.m. by appointment only, either format, at a non-refundable cost of $150.00.  An additional $100.00 for postage must be included if mailing is necessary.  A copy of the plans and specifications will be available for review on the Falls Township Municipal Website – www.fallstwp.com. Checks shall be made payable to Jones Engineering Associates, Inc.

All bids must be addressed to the Owner and be marked “Sealed Bid for 2020 Falls Township Road Improvement Program” on the bid submission document. Delivery of all bids to the file sharing site will be the sole responsibility of the bidder.  Questions regarding the specifications shall be directed to Joseph G. Jones, P.E., the Owner’s Engineer, at 215-377-9244.

The bids must be made on the forms furnished by the Owner and the bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Owner.  All bids must be accompanied by a Surety's Consent. Said surety to be licensed to conduct business in the Commonwealth of Pennsylvania.  The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, and a Maintenance Bond in an amount equal to fifteen percent (15%) of the contract price, on bond forms acceptable to the Owner. (“Public Works Contractors’ Bond Law of 1967,” P.L. 869, 8 P.S. § 191 et seq)

The Bidder's attention is called to the fact that the Pennsylvania Prevailing Wage Act applies to this Contract and that the successful Bidder shall pay no less than the Wage Rates determined for the project area as set forth in the Contract Documents.  In addition, The Falls Township Responsible Contractor Ordinance applies to this project and it is a specific requirement that any contractor who submits a bid provide PennDOT pre-qualified certification.

The successful bidder shall take affirmative action to ensure that applicants for employment and employees or agents are treated without discrimination based upon race, color, religion, ancestry, national origin, age, sex, or disability.

If the contract is awarded it will be to the lowest responsible bidder, however the Owner reserves the right to reject any and or all bids and to waive any informality in the bidding, as permitted by law.  No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4 of 1974, latest revision.
